With such a world order and such an institution, what are the difficulties? How to define it?
Spiritual bodies generally hate the smell of people, so they have their own living space. They are also very withdrawn and don't like to live in groups with the same kind. This is a characteristic of the spirit body, you can remember it.
And when the spirit body appears in a crowded place like the city - except for people like the Netherworld Administration who are employed by the government, either the spirit body is trapped by unknown things, which is an involuntary situation; or the desire of the human being has not been eliminated, which is a voluntary situation. The actual situation is much more complex, and it must be defined based on the experience of professional practitioners.
Rescuing spirits from water and fire, or "re-educating" those stubborn people, is all the work of the Netherworld Management Bureau.
