In order to rule the overall situation and suppress the old-power aristocrats, the young emperor decided to move the capital to Luoyang despite many obstacles. This had far-reaching significance for the development of the Northern Wei Dynasty and the integration of China's multi-ethnic country. However, at the same time, the old aristocrats of the former northern capital took the opportunity to plunder the Central Plains population and massacred them in order to resist the move of the capital.
