"Yongshi·Benji" records that "Gaozong inherited the foundation of his ancestors, destroyed seven kingdoms, settled twelve tribes in the southern part of the desert, and set up a governor's palace to take care of Hu horses. He opened the Qianyuan imperial examination, abolished the system of door shade, and decreed that "all businessmen and miscellaneous people must take the examination." In the fifty years, nine people were promoted to prime ministers in civilian clothes. The proverb goes, "There are no white men in front of the palace, but there are many tigers running at the gate."
