In December of the 27th year of Shunhe, the imperial court issued 20,000 taels of silver to provide relief to the counties in Yan'an Prefecture, Shaanxi Province. At the same time, the emperor ordered Zhou Shou, the Minister of Household Affairs, to go to Shaanxi for disaster relief as an imperial envoy.
A month later, Sun Fengji, the right chief envoy of Shaanxi Province, wrote: "Zhou Shouyi and the disaster relief bank disappeared inexplicably."
In the 28th year of Shunhe, Xu Yan, the right servant of the Ministry of official affairs, went to Shaanxi.
