There is a Venus city in the corner of the mainland, where a group of Venusians from nowhere live. Everything in Venus City is decided by the Nianin Hall, and everything in Nianin serves the Venusians.
The supreme city lord always lives in the hall, assisted by the master of ceremonies in running the housework. There are also twelve consuls who travel around Venus every day.
One of the twelve consuls, Fang, met an annoying beggar one day. He was plotting to usurp the position of master of ceremonies, and he almost let this beggar mess it up.
