In 2163, the apocalypse broke out and animals mutated. A very small number of humans awakened and became executors. Some mutated and became monsters. The vast majority were still ordinary people, surviving in the apocalypse.

So the executors gathered together to establish a social order under the ruins at the end of the world.
But some people are different. They believe that the death of ordinary people is caused by themselves. There is no need to bother and save those who are destined to die. It is meaningless.
So three factions were divided, one was a society created by enforcers and ordinary people, one remained neutral, and the last faction believed that ordinary people were guilty, so God punished them, and mutants were sent by God to eliminate those who made no contribution to society.
