A central theme of these (social) science fiction novels (I think the classic ones include A Clockwork Orange : D) is the relationship between social order and human diversity. The perspective of sociology is, "The more that individual behavior is collectively oriented, the higher the level of order" (The more collective individual behavior is, the higher the degree of social order - rough translation), and both political science and history illustrate what seems to be an iron law: "Complete order means the destruction of diversity." A society completely free of deviance is a society without criminals, but it is also a world without subcultures and without all the things that would surprise us. The "new world" in Director Gao's second dream is such a picture.
But being aware of the possibility of such "destruction" doesn't mean people will avoid it entirely. Because this also means the attenuation of uncertainty, better control, and a stable mental state (all 0s are of course stable).
