Uchiha Obito (same father's surname) and Uchiwa Obito (same mother's surname) are half-brothers, so Obito is Obito's blood-related brother (the two were born on the same day in the same year, and Obito is older than Obito, so they look very similar).
After Obito's mother, Uchiha, divorced his father, Uchiha, he remarried.
Three years later (Kakashi was three years older than the other two), Obito's mother and Hatake Sumo gave birth to Hatake Kakashi.
Uchiwa Obito and Kakashi are half-brothers, while Kakashi and Obito are blood brothers.
Five years later, after Hatake Sumo's death, Kakashi's mother remarried Uchiha Madara (Obito's grandfather), so Kakashi and Obito were not blood related but were brothers in a legal relationship.
