Strong players in Overwatch don't need to bind a support hero.
But if a support hero is always willing to follow one person, it may be that he thinks that person is strong, or he may not want him to die.
It's possible that it's both, but most importantly - I'm willing to follow you wherever I can touch you and keep an eye on you.
