The Bijuu Implant Plan, or BIP for short, is a project that fuses tailed beasts with the human body to enhance various functions of the human body. Humans fused with tailed beasts are called jinchūriki. Successfully fused jinchūriki can acquire extraordinary speed, strength, healing ability, and reaction capabilities, and become a country's powerful combat reserve.
The BIP project was first launched by the Fire Nation. The first-generation BIP project executor of the Fire Nation was Senju Hashirama, and the first-generation Jinchuriki was Uzumaki Mito; the second-generation BIP project executor was Senju Tsunade, and the second-generation Jinchuriki was Uzumaki Kushina. After the Nine-Tails rampage incident, the second generation Jinchuriki Kushina died, and Tsunade wanted to withdraw from BIP, but the three battles that followed delayed everything.

Later, Sasuke defected, rumors spread, Akatsuki's hunt for tailed beasts officially began, and the Fourth World War was about to break out.
