Gongsang Norbu (1872-1931), named Leting and Kui An, was a descendant of Genghis Khan's great minister Wulianghai Zhelemi, the hereditary Prince Zasak of the Karaqin Right Banner of Zhuosuotu League and the leader of Zhuosuotu League. He is an important pioneer in the modern history of the Mongolian people and the most famous historical figure in the modern history of Chifeng and Eastern Mongolia. He lived in a turbulent and radical historical era. When he took office as Zasak, the right-wing banner of Karaqin in the 24th year of Guangxu (1898), it was already the eve of the fall of the Qing Dynasty. The society was in turmoil and the state affairs were in turmoil. In order to seek the revitalization of the nation and the political, economic and cultural development of the region, he worked hard and practiced it personally. It pioneered education in Monan Mongolia and successively founded Chongzheng School, Yuzheng Women's School, and Shouzheng Wu School, cultivating a large number of advanced talents for the Haraqin Right Banner. He followed the development of historical trends, accepted democratic enlightenment ideas, vigorously promoted new measures in flag government, and created ten firsts in revitalizing the Mongolian economy and culture.
