Lao Ke, a veteran, has a bad mouth for telling the truth and lost his place as a village official; Hu Aicai, the village party secretary, defrauded money and robbed women of sex, making Lao Ke hate corrupt officials. In order to be free, he went to the city and became a tricycle driver.
Lao Ke dared to speak out and face up to trivial matters such as the marriage of his sister-in-law and the care of his sick old uncle. On the way to petition, something goes wrong and corrupt official Hu Aicai's misdeeds reappear; a comrade-in-arms appears, triggering Lao Ke's "complaints" about food safety...
