The prosperous Heian-kyo is inhabited by many ministers who enjoy a flashy life, but this is only on the surface. Heian-kyo is not as beautiful as its name suggests, because the overt and covert struggles between various factions are still ongoing. Among them, the discord between Fujiwara Tokihei, the head of the Fujiwara clan, and Sugawara Michizane, who was a scholar, was hidden like a fire in Heian Kyo.

Michizane died angrily in Fukuoka in 903, and strange things happened frequently in Heian Capital.
