There was another powerful nomadic state in the northwest of the Northern Qi Dynasty, the Northern Wei Dynasty. The Lord of the Liao Dynasty sent envoys to communicate with it, signed an oath of alliance with it, and raised troops to attack the Qi Dynasty.

The Northern Wei Dynasty raised an army to attack the Liao Dynasty, but failed in consecutive battles and was eventually destroyed by the Liao Dynasty. After the Liao Dynasty defeated the Northern Wei Dynasty, its soldiers and horses were strong, and its military power was in full swing. It then took advantage of the enemy's momentum to move southward and planned to annex the Northern Qi Dynasty.
In the spring of the fifth year of Xining, the Liao army changed its military name to Tuojun, broke through the border defenses of the Northern Qi Dynasty, reached the capital, and besieged Yanghe City.
