Planner Zhou Ning and National Development and Reform Commission member Song Yi met because of the five-year plan for the old city. Starting from delivering materials on a rainy night, they walked side by side through twelve streets and alleys, cultivating a tacit understanding between the data and drawings, and developing feelings in the scent of locust flowers. The final draft of the plan was approved, and the relationship was well established. Since then, the locust trees have bloomed and the city has been renewed, but their agreement has never changed.
