In the deep oceans, illegal whaling ships secretly slaughter whales, and evil spreads wantonly in the waves.
Gu Xu'an, a researcher at the International Institute of Oceanography, was short of manpower for special operations within the institute and needed to collect evidence secretly without alerting poaching gangs.
