Did it start when it dried up the river water and exposed the river bed, making farmers miserable? That's really disgusting. No water, dry fields.
There is no fresh earthy smell, only a dry hot smell that makes your throat dry and bitter, mixed with a bit of nausea.

Hate it, the almost nauseating dampness before the rain invades your nasal passages with a mixture of gases from all over the place? It's still the swollen river water after the rain, mixed with the yellow mud, flowing freely. Turbid, muddy, unbearable.
But that's how we give it meaning.
