Tang Yongchun was born in 1924. He was the eldest son of a small capitalist and an outstanding graduate of a private school. He participated in the revolution in 1938 and sent intelligence to the "Red Devils". He worked as an underground party member in Shanghai and went to Yan'an to attend the Anti-Japanese Joint Military and Political University. In 1949, the army went south.
