In 1991, the Baltic Sea submarine cable "Fibre 13" transmitted data on its own, triggering collective auditory hallucinations. After the incident, seven countries secretly signed the "Global Compact on Negative Events", established a shadow organization GPS (Global Para-Safeguard), and used daily public welfare organizations as a shell to break the "abnormality" into pieces and hide them in legal processes.
