One companion after another joined him, and his bounty soared. The Revolutionary Army, the giants, the Four Emperors, the Straw Hat Pirates, civilians, the Marines... all became entangled with him in countless ways.
In the end, as Savalane stared at the Empty Throne before him, he said with a bitter expression, "I never wanted to become the World's Strongest!"
