[Great Tang] [Funny and Lighthearted] [Neither Belittling nor Glorifying] [Features Changle, Sizi, and others] [Will Ally with the Great Clans]

In the seventh year of the Zhenguan era, the realm was at peace. The leaders of the Four Barbarians came to the palace and asked the emperor to take the title of Heavenly Qaghan.

But what exactly was a Heavenly Qaghan?

It meant that the tribes of the steppe recognized the Son of Heaven of Great Tang as their supreme ruler, paid tribute every year, and came to court year after year. It meant the foreigners kneeling below the steps and proclaiming, "Long live the emperor!" It meant fighting anyone who refused to submit, then making them kowtow once they had been beaten into submission.
