Under the cover of night in Jingzhou, Handong Province, the seemingly calm political scene is suddenly shrouded in storm clouds. Zhao Dehan, director of the Project Division at a central government ministry, is suspected of accepting bribes and is subjected to a surprise investigation by Hou Liangping (played by Lu Yi), head of the Investigation Division of the Supreme People's Procuratorate's Anti-Corruption Bureau. At the same time, Hou Liangping asks his old classmate Chen Hai, director of the Jingzhou Anti-Corruption Bureau, to help investigate Ding Yizhen, the deputy mayor of Jingzhou, who is suspected of offering bribes. Chen Hai despises evil and is ready to act, but Procurator-General Ji Changming stops him, and the two head to the provincial government to report the matter. Until then, Handong Province has been governed by two very different figures: Gao Yuliang, deputy secretary of the provincial Party committee and secretary of the Political and Legal Affairs Commission, and Li Dakang (played by Wu Gang), a member of the provincial Party committee's Standing Committee and secretary of the Jingzhou Municipal Party Committee.
