Synopsis:
On Guan Jianshe's first day at the land office, the township chief draws a line on the ground with his foot: the land office on the east, the planning station on the west. Two officials in one compound, with Guan running back and forth between them.
Director Wei tells him, "Put on that uniform, and the people will trust you." Song Chunhua, head of the planning station, says, "You measure your land, I'll mark my lines. Don't cross over."
When two brothers in Liugou Village raise shovels over a wall, Guan crouches down with a tape measure and finds there's no need to tear it down: the foundation has subsided.
He measures the homestead plot in Yangjiao Village three times, but can't work out where the water from the northern ditch flows. Song Chunhua takes one look and says the north wall needs to be moved back two meters. So he moves it.
When his predecessor, Liu Wenhua, left, he told him, "A ruler can measure land, but it can't measure people's hearts."
Guan Jianshe takes up the old tape measure. He has to measure the land accurately, and people's hearts too. But how do you measure a person's heart? He's still learning.
