Among the people of Dayin, cats are regarded as "messengers of the underworld" and can travel between the yin and yang realms. People who have cats in their homes are considered to be "safe". Those who kill cats, according to the law, have a staff of forty and travel three thousand miles.
Chengtian City, the capital of Dayin, has nine gates and eight thoroughfares, and the city is in order. There is a Nine-Life Tower in the city, which is nine stories high. Hundreds of cats live on the top of the tower all year round. It is regarded by the people as the "eye of the national destiny". The tower is where the Jiu Ming Division is located.
Dayin means "bright inheritance", but the dynasty has been in existence for more than 300 years. It is prosperous on the surface but decayed on the inside. The imperial court has fierce party disputes, and the Ministry of Justice and the Dali Temple are at odds with each other. As a "secret agency" independent of the six ministries, the Jiu Ming Department is unpopular but indispensable. The Qing Dynasty in the imperial court regards it as the "Sorcery Department", but powerful people secretly use it to eradicate dissidents.
