After the seven-year-old Uchiha Sasuke received the lifelong memory of Senju Tobirama, he did not become the second generation Hokage, nor could he use his strength to overthrow the ninja world. He must use his limited chakra, his identity ignored by adults, and his understanding of Konoha's system to first prevent the genocide, and then find out who turned the contradictions left when Konoha founded the village into an inevitable war.
The real question in the book is not "Can Sasuke become the second Tobirama", but "Can Sasuke still be himself after knowing all the mistakes of the previous generation".
