When the detailed work of King Yelu Hongji of the South Court of Liao Dynasty sneaked into the county, Zhao Chongwen realized that the reform was not the ink words on the memorial, but the flesh and blood and calculations of tens of millions of people. He wanted to use one county to influence the national destiny of the entire Song Dynasty.
