Cai Jing, the Powerful Chancellor: From County Deputy to Ruler of the Realm

The Rise and Fall of a Northern Song Financial Genius

The day Cai Jing passed the imperial examination, his father gave him just six words of advice: “Speak less, watch where you’re going.” He remembered them all his life, yet still went down a different path.

From a minor saltworks official whom everyone looked down on in Qiantang County to the “Grand Preceptor” who served as chancellor four times under the Northern Song, Cai Jing spent his life doing just one thing: making money appear where there was none.

Salt certificates, tea permits, state trading bureaus, paper currency… He built a financial machine unlike any the world had seen, filling the empty state treasury to the brim. When the emperor wanted to build gardens, he supplied the rationale; when the emperor wanted to spend, he found a way; when the emperor feared trouble, he stood in front and took the blows. The Song could not do without him, not because he was loyal, but because only he could fill that hole. But once the machine was running, even he could no longer stop it.

The stone transports crushed the households of the southeast, and Fang La’s rebellion flared through the cracks Cai Jing himself had loosened. The clerk who had once helped him keep the books and lost sleep for half a year over three hundred taels in stolen money eventually placed before him the true ledger he had kept hidden for twenty years.

A man who could calculate a nation’s finances down to the last detail ultimately failed to reckon with himself.
