The film is adapted from the comic "Wind and Cloud" written by Ma Rongcheng. It tells the story of Xiong Ba, the leader of the Tianxiahui gang, who eradicates dissidents in order to dominate the martial arts world. Brothers Feng and Yun learn of Xiong Ba's sinister intentions and decide to join forces to eradicate Xiong Ba after learning about their unfortunate life experiences.
