Conan, Ran, Sonoko, Kogoro, and motorcycle enthusiast Masumi Sera head to Minato Mirai in Yokohama to attend the Kanagawa Motorcycle Cycle Fest. Just then, a mysterious "black runaway motorcycle" leaps over the car they're riding in. In pursuit is the "Goddess of the Wind," Chihaya Hagiwara of the Kanagawa Prefectural Police Traffic Unit, whom Ran has met before. But after an intense chase, Chihaya's motorcycle is badly damaged, and the black motorcycle escapes at the last moment. Later, Conan and the others arrive at the event venue in Yokohama and spot a white motorcycle equipped with the latest technology.
