Bai Qi traveled through time and became the third generation descendant of an endangered martial arts gym in Yau Ma Tei. This martial arts gym used to be an arbitration institution for gangs in the 1950s and 1960s. Now there are only three old disciples and a group of fringe young and Dangerous boys who hang out in Temple Street. Bai Qi discovered that the modern Hong Kong underworld has been eroded by commercialization and has lost its 'moral' bottom line - drug trafficking, trafficking, and loan sharking are all evil. He decided to rebuild a model similar to the one used by Lord Xinling in the Warring States Period, using martial arts schools as a base to recruit marginalized people who had been abandoned by large societies, and use strict military discipline to create new forces. The goal is not to dominate but to be the 'arbiter' who checks and balances all parties. The resistance comes from emerging drug gangs coveting Temple Street territory, local time-honored gangs that distrust outsiders, and the police's zero-tolerance policy against any organized violence.
