After the founding of the Tang Dynasty, the Northern Fan invaded, and the Emperor of the Tang Dynasty appointed Qin Qiong as the marshal to lead the expedition. Qin Qiong's northern expedition was frustrated, and Emperor Zhenguan was trapped in Muyang City. Cheng Yaojin fought desperately to return to Chang'an to rescue troops. The imperial court held a competition to elect the second marshal. Luo Tong surpassed the others in skill, took over the marshal's seal, and led the army to march northward.
