Lu Zhaoning has worked in the urban emergency linkage center for seven years. At 11:41 in the morning, she received a recording of a woman "voluntarily withdrawing the call to the police", number 0719, but there was no such call in the system. Eight minutes later, the same woman hid behind the sound of water and asked for help: "They have already recorded it. When I hang up, they will prove that I never asked for help." Lu Zhaoning forcibly dispatched rescue, but the woman at the scene denied it in public, and the system records and dispatch instructions were all rewritten. Until she found out, 372 police reports had been withdrawn in the same way within half a year.
