Synopsis

Zhong Qiren, a “professional” from the tax bureau, transmigrates to the late Ming dynasty, where his approach to work is a little different from everyone else's.

Has anyone ever seen an industrial park? No? Well, then, let's build one.

Attracting investment is a must. There'll be no exorbitant taxes and levies in our “high-tech industrial park.” In fact, I'll even offer tax rebates.

The court asks me how we can increase state revenue. There's no need for military levies to suppress bandits, train troops, or defend Liaodong. Let's get sales tax, value-added tax, and stamp duty up and running first.

Oh, and I can issue government bonds, too. How could we possibly run out of money?

What if bonds are hard to sell and taxes are hard to collect? What if the entire court opposes and questions my plans?

Then we'll set up a tax police corps. The tax police are invaluable: we can't sort out finances, reform the grain transport system, or audit the imperial treasury without them. And we certainly can't promote modern fiscal and financial ideas without them...

The Southern Ming is established, and the Qing army marches south of the Yangtze. But they never expected that this time, instead of the Four Garrisons of Jiangbei, plagued by infighting and terrified of the enemy in the original history, they would face fifty thousand well-equipped, well-supplied, and thoroughly trained tax police troops. The decisive battle begins...

Any Late Ming Dynasty Novels That Can Stand Beside Ke Shan Meng’s Iron-Blooded Remnants?

No System stories, and especially no brainless transmigration stories where the protagonist makes guns and cannons. In short, I want two things: realism!!! Starting from nothing and making progress step by step. It doesn’t have to be set in the late Ming, as long as it’s a time of chaos.
