The Three Realms have a complete "merit-karma" credit scoring system. Heaven manages merits (positive records), and the underworld manages karma (negative records). The two together constitute the "karma credit score" of each fairy/monster. Scores affect promotion, job transfer, resource allocation, and even reincarnation qualifications. This system seems fair, but in fact it is full of room for manipulation - merit can be "advanced", karma can be "transferred", and records can be "corrected".
After the completion of the Buddhist Scripture Collection Project in the West, Tathagata Buddha requested a "compliance audit" of the entire process to prove to Heaven that the Scripture Collection funds were used reasonably, that the design of the Eighty-one Difficulties was compliant, and that all participants did not operate in violation of regulations. This audit report will determine whether the project can be formally concluded and whether the merits of the relevant personnel can be credited.
