Xuyi has been a county since the Qin Dynasty. In the early years of the Sui Dynasty, Emperor Sui Yang built the Duliang Palace here, so Xuyi was also called "Duliang". Duliang Mountain (also known as Nanshan and First Mountain) "circles thirty miles around, in the south of the county".
Mi Pei was a legendary county magistrate of Xuyi during the Northern Song Dynasty. He was famous for his kindness, wisdom and his caring style of governance. His deeds were recorded in "Du Liang Zhi".
During the Southern Song Dynasty, the Yellow River captured the Huaihe River. Over the next 700 years, the water level of the Huaihe River continued to rise and Hongze Lake continued to expand. Eventually, Sizhou City, located in today's Xuyi County, was completely submerged during the Kangxi period of the Qing Dynasty.
