I've read more than a dozen chapters and it's well written, but it lacks a prologue at the beginning. It should explain the background and timeline, at least let people know what kind of background era this is and how to run a city of order! Otherwise, it will be easy to read in confusion. I hope the author can see it and add a simple prologue!
