The Weigher: Judgment

In this world, one percent of people have superpowers.

Some use them to save lives, some use them to kill, and many more use them to escape justice.

But there is one person who wields the rules and weighs out the guilt. What the law cannot reach, he will reach; whom the law cannot punish, he will judge.

No one knows where he came from. No one knows who he is.

All you need to know is this:

When you think you can escape everything,

the scales have already begun to rise slowly behind you.
