How many steps does a stray cat need to survive in the city?

Lin Bei was hit by a car and died. When he woke up, he was a stray cat on East City’s Old Street.
Small and helpless, he fought wild dogs for food in the trash.
Then, on a rainy night, he clawed the eye out of a pit bull.
After that fight, he took his first underling in a dark alley: a lame, scruffy yellow dog.
The awakened [Beast Law] System changed his life as a cat completely. The more underlings he recruited and the larger his territory grew, the stronger he became. Each time an underling rose a level in the street hierarchy, he received rewards in lifespan, physique, and even humanlike intelligence.
And so an orange cat’s underworld empire began to expand.
While other strays were still digging through garbage cans, he had already recruited every stray dog on the block.
While street thugs were collecting protection money, his army of rats was chewing through their brake lines.
While underworld bosses negotiated in private clubs, he watched from the rafters, coolly observing them fight tooth and nail for his favor.
Later, a legend spread throughout East City: a cat was the uncrowned king of the underworld.
It never spoke, yet it could make the most vicious desperadoes kneel.
One rainy night, the gang boss who had once kicked it away came trembling to its cat bed and fell to his knees.
“Godfather, please spare my life.”
The cat that had made the whole city tremble simply licked its paw, lazily.
