Naruto: Hashirama Adopts a Royal Heir, and Tsunade Pursues Him

Kyowa was once called Haruki. He was later found by the daimyo, who gave him the name Kyowa.

Gen Heiya thought all three of his sons were mediocre. Then he found four-year-old Gen Kyowa.

At their first lesson, he presented a case about a tax increase by the nobility that had sparked a revolt. His two older brothers gave ordinary answers, but Gen Kyowa said something that made the daimyo drop his brush: “Make the old nobles surrender their fiefs... If they riot, all the better. Kill one for rioting, kill two if there are two. Thunder and rain alike are the sovereign's grace. Father, you haven't gone that far yet.”

Gen Heiya: ???

Later, when two marquises fought over land, he suggested making them settle it in a duel. When consorts meddled in state affairs, he said his father was too softhearted. When the possibility of a ninja rebellion came up, he said the royal family should grow strong enough to crush everything in its path.

Gen Heiya was at a loss. He asked if he could write down what Kyowa had said that day and pass it on to future generations. Gen Kyowa looked at him with the patience one might reserve for a fool, took a deep breath, and gazed up at the sky. “If the people you rule see that, they'll rebel. And you think people outside the palace don't know about your harem?”

Gen Heiya set down his brush.
