Transmigrating to a Western Fantasy World, Why Can’t I Allocate Stat Points?

The early part may be a little dull.

After transmigrating to a Western fantasy world, she takes over as Queen Alicia, ruler of an elven empire that has long since fallen into decline. Once she decides to fulfill the queen’s wish, she gets the System panel she wanted and can even visit other worlds. But why can she only watch? Without any other attributes, how is she supposed to play?

What, I was born with the favor of fate? But isn’t the boss a little too powerful?

The protagonist is somewhat of a bleeding heart, not the decisive, ruthless type, except in special circumstances. Western fantasy is not the main focus, and there will be multiple worlds later on.
