There was really no need for all that. It wasn't as though he didn't want to.
Note:
1. Older top, younger bottom; one-on-one romance, happy ending.
2. The top is doted on by everyone. The early chapters are all about spoiling the little one.
3. Fictional setting with plenty of original details. The political maneuvering is simplistic, so don't nitpick. If that's not for you, don't read.
4. There is a side couple, but the story mainly focuses on the protagonists.
