Luo Bin was born in June 1908. He was adopted by Gu Hansen, a wealthy businessman in Tianjin, since he was a child. He was the first adopted son of Gu Hansen.

In 1926, Luo Bin was admitted to the Department of Science and Meteorology of Nankai University in Tianjin, but some things happening around him were changing him. In 1926, 18-year-old Luo Bin resolutely applied for the Infantry Section of the fifth phase of the Huangpu Military Academy. Later, on the eve of graduation, he was deeply influenced by his mentor from Huangpu and joined the Communist Party of China. During the same period, he met his best brother Luo Tianqiang. From then on, Luo Tianqiang became Luo Bin's eternal brother.
In November 1927, Luo Bin and Luo Tianqiang jointly participated in the Guangzhou Uprising. After the failure of the uprising, they looked for organizations everywhere. Finally, in 1928, they found an organization and joined the Special Branch of the Central Committee of the Communist Party of China.
In 1929, Luo Bin and Luo Tianqiang were ordered by the Central Special Branch to lurk in the high-level Kuomintang system for a long time.
