A strange story about urban rules + a mystery-solving supernatural rebirth. The core of the creative idea is that the weird rules in this world are not naturally formed, but are designed and put in place by a group of supernatural beings called "Adjudicators" in order to "use controllable terrorist events to consume uncontrollable supernatural forces." The protagonist is accidentally involved in this organization and becomes the only "free judge" - she does not have to abide by the "rules framework" stipulated by the organization, and can modify, merge or even cancel the rule book at will. But every time she makes a modification, it will change the weight of supernatural events in reality, which may cause weak ghost stories to disappear, or it may cause powerful ghost stories to get out of control and swallow up the entire city.
