In her previous life, she worked herself to death at her desk doing community poverty-relief work, and nobody even chipped in for a decent coffin.

After transmigrating to the Great Yan dynasty, Shen Zhaoning became the daughter of a disgraced official, impeached by the entire court. A single edict sent her to Yongning County, a place with nine out of ten homes empty, to serve as its useless magistrate.

When she arrived, she saw that all the able-bodied men had been conscripted, the best farmland lay abandoned, and a three-year-old girl was drinking rice gruel diluted with four times as much water, waiting for her mother to return from being sold as a servant to a wealthy household.

She bound the [People’s Welfare Decree]: for every refugee she took in, settled, and helped find work, she would earn one hundred taels of silver a day, no matter where they came from.

The number of refugees in the world: immeasurable.

Shen Zhaoning rolled up her sleeves.

Build workshops, reclaim good farmland, open schools, construct clinics.

“Eight hundred copper coins a month, two days off every ten days, room and board included. Children can attend school for free, and the elderly can see a doctor for free! Wherever you’re from, once you come to Yongning, you’re one of us!”

The stewards of the great clans across the land wept as they knelt to report:

“Master! The master weavers, the master craftsmen, even that imperial physician... they’ve all quit and run off to that backwater place called Yongning!”

The dying man she had picked up in the snow opened his eyes, glanced at her city defense map, and said flatly:

“The layout is decent, but it won’t stop three thousand armored cavalry. Want me to help you revise it?”

He was the sole surviving descendant of the former dynasty’s god of war, whose entire family had been wiped out, and the most dangerous man in the world.

Everyone urged her to hand him over to save her own life.

She said:

“I take in refugees from all over the world. He’s a refugee too.”

“He’s not going anywhere.”
