The universe was plunged into chaos due to something called Devil's Fragment. Ultraman Hikari, a scientist from the Kingdom of Light, developed the Zeta Sublimator and the Ultra Medal, which contain the power of all Ultra warriors. At a critical moment, only three of them can turn the tide of the battle.

On Earth, the protagonist Haruki Natsukawa works in the Earth Defense Force's Monster Response Mecha Department, commonly known as the Armory. By chance, Zeta chases Genegagu and comes to the earth. He fights with the Severnga piloted by Natsukawa Haruki. Unfortunately, both of them died in the battle against Genegagu. Zeta and Natsukawa Haruki are of the same mind.
