Late Ming: I've Been Crowned Emperor, So Why Hasn't the System Arrived?

I transmigrated into the body of the Chongzhen Emperor and got bound to a System, only for the System to go offline! Hong Taiji's eighty thousand cavalry were at the gates, and the imperial treasury held just eighty thousand taels of silver. The ministers wanted to move the capital, the eunuchs wanted to negotiate peace, and everyone was waiting to laugh at the new emperor. What could I do? I was desperate too! I reluctantly staged an empty-city bluff, putting on a show of strength to scare off the enemy. Then I sold everything that wasn't nailed down to issue government bonds and scraped together enough money to train a new army. After barely holding on for three years, the System finally came online. “Congratulations, Host. Your first credit limit is 100 taels. Use the fate of the nation as collateral. If you can't repay it, the country falls.” ??? What happened to the golden finger I was promised? This isn't how the story is supposed to go! (Late Ming dynasty + System + masterful acting + borrowing money to govern. High stakes from the start, with no dull moments.)
