I'm Not a Judge of the Dead

[Urban Supernatural + Reborn] Xie Rao is destined to be the reincarnation of the Great Emperor of Fengdu. Having lost his memories of his previous life, he is forced to awaken the Great Emperor of Fengdu's power system in Dongdu City, where he also discovers the absurd truth that he is "already dead." As he navigates the Town Spirit Bureau, mysterious forces, and tens of thousands of "deceased" people in Dongdu City, he gradually recovers fragments of his memories and uncovers the larger scheme. Someone tampered with his death. The massive collapse of the Gates of Fengdu caused the Eighteen Layers of Hell to partially merge with the mortal world, and the punishments of each layer of hell are manifesting as tangible "hellscapes" in specific areas of the human world. Xie Rao must stop the power of hell from consuming the mortal world and recover all his memories and his full strength.
