In a steampunk city, a down-and-out detective who "catches ghosts" by modifying prosthetic eyes for people, while investigating a case of a rich man being "possessed by ghosts", discovers that the so-called ghosts are all "memory batteries" modified by the consciousness of living people in underground factories.
