I have written a similar plot. What I wrote was that the terraced island initially grew and built ships, and then natural disasters put pressure on it. It was very difficult to find the balance point between survival and search, attack and withdrawal, and I didn't even see it. Your plot is quite smooth, but it doesn't seem like it's about survival or search and rescue. It's more like a weird world, with a bit of a dungeon feel.
