Zhou Chen, a modern anti-drug police officer, died during a raid on drug traffickers. He transmigrated to Shanghai in the 1930s, where he became a low-ranking constable.
The Shanghai Green Gang smuggled goods, while the Kuomintang's Fuxing Society Special Service wanted to seize the contraband from the gang to strengthen itself. After Constable Lao Li died, rookie Zhou Chen took his place. Under pressure from all sides, he worked for both the Green Gang and the Fuxing Society Special Service.
The warlords and the Green Gang established a route. The Special Service wanted to monopolize it, Japan's Tokko wanted to infiltrate it, and the Communist Party's underground organization wanted to make use of it too.
